Building upper body muscle and thinning of the lower body?

I recently created a training plan and have been constantly following around a week now. I have 18 years, male, 165 pounds and about 5'8. My plan is as follows: Mon / Wed / Saturday: 1 hour run Tues / Thurs / Sun: 2 hours of fitness training (weights, bench presses, machines, and a random 20 minutes of cardio at the end) From what I read, you can not build muscle and lose weight, says that we are opposed.
